Which costumes are included in the update?
Sanrio’s October 29 launch announcement names My Melody, Hangyodon and Chococat in jinbei-style clothing. It describes these as a free update rather than an additional paid costume bundle. This announcement does not establish identical free outfits for every character or a permanent schedule of later costume releases.

What should a physical or digital owner do?
With the physical version, insert the game card; with the digital version, have the game installed. Connect the console and update the software to the latest available version. The announcement also requires enough system or memory-card space for the download. It says the costumes install automatically, rather than instructing owners to enter a separate reward code.
How is this different from the bonus T-shirt?
The manual’s Character T-Shirt is an early-purchase bonus redeemed through Nintendo eShop using its download code. Do not use that separate redemption requirement to diagnose the free launch update. Check whether you are looking for a partner costume or an avatar top before contacting support about a missing reward.
